On Friday morning's The Current (CBC Radio 1) there was a horrible item about the British problem with alcohol. Now it's not only pub-crawling adult yobs: it's 12- and 13-year-olds causing havoc in the streets, drunk from the pop-designer booze marketed at them and sold in supermarkets.

Someone actually phoned me while the item was still on the air to ask if I could think of an astrological explanation. I haven't had the time to look for anything complicated, but I did look at the map for the unification of England under Athelstan, my favourite mundane British map: 12 July 927 (Julian) at Eamont near Penrith, 54n40 2w44 (or 17 July New Style). Apparent Noon would be around 12:14.7 UT, at which time radix Sun is 23cn37.

Interesting: there is an approaching Mars-Neptune conjunction in the day-for-a-year secondary map. It will be exact on 16 August 2008. Where? At 23cn33! Heliocentric Saturn is in the picture too, at 8sg29. Many things can be expected from this occursion, but riotous inebriation is surely among them.

Okay, I can answer my own question: no doubt the Venus in question is that of the coming into effect of the United Kingdom of England, Scotland, and Ireland, 1 January 1801 at (presumably) 0 h LMT in Westminster, which is indeed in the 17th degree of Aquarius and in house V in most systems. But it is nice to know what data other astrologers are using; they may have rectified the time, or be assuming another date entirely.

I have two questions. The first is about the recent passage of Neptune on the radix Venus. Given the self-delusional side of Neptune, wouldn't its transit over a planet in the fifth house indicate denial of a problem involving children rather than public awareness of it? Perhaps the real story is that Neptune's moving away from the natal point - now by some six degrees - is what is bringing about a recognition of the problem.

On a more general note, I wonder if the constitutional event of 1/1/1801 is relevant to such a deeply cultural-social-psychological situation. I would certainly think the 1801 map bears on political developments which could not happen if there had not been a United Kingdom, including elections. For occurrences which do not follow simply and directly from the organization of a particular regime, however, I like to go back as far as possible. I do not believe China was born in 1949.

Transiting Neptune has been, for the past few years, conjoining the UK's Venus, in the 5th house, correlating with the coming into awareness of the extent of this problem, which has taken about two decades to arrive at.

Saturn's opposition to Neptune has correlated with the British public saying 'we've had enough - and YOU'VE had enough' of the drink and the drugs, and the behaviour that ensues from them, and the breakdown in civilised society that's stemming from these addictions.

It's also coincided with a growing awareness of epidemics of sexually transmitted diseases, and public advertising about them.
