The key for a successful prediction is to have a well established rectified chart and if possible to find out the true pre-natal epoch. Using the major 15 events it was found that the recorded birth time for Tony Blair need almost no correction, quite a rare case.
For finding the Epoch, the main rule is: The Moon's longitude at Epoch is the longitude of the Radix Ascendant or Descendant to a maximum orb of 8'. The Hermes rule that the Ascendant or Descendant at Epoch should occupy the longitude of the radical Moon is incorrect. This was the opinion of William Lilly (Christian Astrology p. 581) and the late Alexander Marr confirmed this rule with hundreds cases. My experience with over 400 rectified charts confirms this rule.
